The HIPAA method where a qualified statistical expert certifies that the risk of identifying individuals is very small.
The expert documents the methods and results. It can preserve more detail than Safe Harbor when risk is controlled in other ways.
It is typically used for complex health datasets where removing all 18 identifiers would destroy value.
