Can I license data from Europe to a U.S. lab?

Short answer
It is possible but complex. Personal data leaving the EU needs a transfer mechanism, such as the EU-U.S. Data Privacy Framework or standard contractual clauses, plus a lawful basis. Fully anonymized data is simpler.
