Data broker
Quick answer
A company that collects personal information about consumers, often from public and commercial sources, and sells it to others.
Several U.S. states, including California, Vermont, Texas and Oregon, require data brokers to register, and some give consumers deletion rights.
Licensing a company's own de-identified business records for a defined AI use is a different activity. It is not resale of consumer profiles, and individuals' personal details are removed before anything is shared.
