Data sovereignty
Quick answer
The principle that data is subject to the laws of the country or region where it is collected or stored.
Sovereignty rules can restrict moving data across borders or require it to stay in local infrastructure. The EU, China, India and others have such requirements.
For cross-border licensing, the agreement should say where data will be stored and processed, and which law applies.
